Short Summary The strategy pay attention on the competitively and development opportunity in the following topics; sustainable local development, environmental service, equal opportunities, urban and rural area, the quality of the life and the territory, essential service, employment. The policy and program on macro area are followed by implementation plan. Rural development in Italy is implemented through 22 RDP — two national and 21 regional RDPs (including “less developed regions”, “transition regions” and “more developed”). In addition, a national rural network program supports activities of pooling and transfer of knowledge between the different actors of rural development in Italy. The main program is subdivided in the following theme: an ex-ante assessment of the situation, SWOT analyzing and identification of needs, description of the strategy, assessment of ex-ante conditionality, description of the result framework, assessment plan, financial plan, indicators plan, national finance and integrative, necessary elements for assessing the state's assistance, information about complementarity, modalities for the implementation of the program, list of the action to involve the partner, national rural network. It’s important to highlight the principal objective it was to identify the main needs and definition of the infrastructural intervene. General and comprehensive description of the current situation in the programming area, based on common and specific context indicators of the program and other qualitative information updated. Italy has made this strategic decision, by introducing a national rural development program with 3 lines of intervention: risk management, investments in irrigation infrastructure, genetic improvement of livestock and animal biodiversity. Description of the strategy- To meet the requirements selected in the context of the national rural development program, three specific objectives has been set that decline and contribute to the priorities and focus areas of the Union for rural development. Within each goal, the needs were prioritized including through the financial allocation modulation, according to the strategic importance which are for the country. The main strategic objectives are: 1) To promote the offer and use the tool for management risk in the agriculture, 2) Improve the efficient use of water through infrastructure irrigated, 3) To promote the genetic improvement of livestock and animal biodiversity through an innovative integrated system of animal care. The combination of measures included in the logic of intervention based on the SWOT analysis results which seems they are: to promote the transfer of knowledge and innovation in the agriculture and forestry sectors and in rural areas; strengthening in all regions of the profitability of farms and the competitiveness of agriculture in all its forms and to promote innovative technologies for farms and sustainable management of forests; promoting food chain organization, including the processing and marketing of agricultural products, animal welfare and risk management in agriculture; restoring , preserving and enhancing ecosystems related to agriculture and forestry; encourage the efficient use of resources and the transition to a low carbon and climate resilient economy in agriculture, food and forestry sector; promoting social inclusion, poverty reduction and economic development in rural areas. In the description of the strategy results we find out the follows priorities: promoting food chain organization, including the processing and marketing of agricultural products, animal’s welfare and risk management in the agriculture; restoring, preserving and enhancing ecosystems related to agriculture and forestry; encourage the efficient use of resources and the transition to a low carbon and climate resilient economy in agriculture, food and forestry sector. The overall aim of the valuation plan is to guarantee that are undertaken sufficient and adequate evaluation to ensure the availability of data needed for conducting the program and its evaluation, in particular for the annual reports in 2017 and 2019, the evaluation during the program period and ex post evaluation. In particular, the program intends to ensure planning and structuring activities of evaluation of the PSRN, the conduction of activities focalized on monitoring and evaluation and better utilization of evaluation results. Indicator plan lists various indicator that are considered important for the program, which are: to promote the transfer of knowledge and innovation in the agriculture and forestry and in rural areas; strengthening in all regions of the profitability of farms and the competitiveness of agriculture in all its forms and to promote innovative technologies for farms and sustainable management of forests; promoting food chain organization, including the processing and marketing of agricultural products, animal welfare and risk management in agriculture; restoring, preserving and enhancing ecosystem related to agriculture and forestry; promoting social inclusion, poverty reduction and economic development in rural areas.
