Short Summary The strategic development program highlights the fact of increasing the quality of education considering the high migration and also the older generation. Different aspects are analyzed, were the province and its municipalities should improve their strategies. In the first objective investing in human capital the main points are: Improving the compatibly of family and work is one of the aspects. Here the possibilities and qualities of child-care as well as flexible working patterns are considered. A second action field is the compulsory education and the inclusion of disadvantaged children, the priority of trilingual education. Regarding the employment market, the province should promote strategies for including elderly workers, equal pay of women and men as well as improve adult education. To receive the necessary acceptance of these strategies from the local population, public authorities are required to use new methods of social communication.
A second objective is the stabilization of the rural areas. Here the measures of strengthening economy branches such as agriculture and tourism as well as the local value-added chains. In both sectors, agriculture and tourism the trend of regionality, sustainability and local production and marketing are promoted. Connected to this action field innovation in energy efficiency and the development of district heating plants, solar energy and photovoltaics as well as the use of windmills is to be mentioned. These points should contribute to the creation of new working places for young technical employees.
Furthermore, the upgrading of the rural areas as living space in different ways is outlined in the program. Here the aim is to minimize the distance between the working place and the living place by efficient public transport, creating new jobs in the industrial areas of the periphery and attracting the peripheral areas as living areas with better infrastructures.
3rd objective is innovation and development. In this action field South Tyrol has to improve the relationship and exchange between the local research centers and businesses so that growth, productivity and profitability are the output. To achieve this ST has to invest more in human capital, meaning attract more women for technical education and jobs, foster the connection between research centers and education institutions also in the periphery. Supporting and promoting innovation should be realized especially by creating points of intersection between research and businesses, especially considering the development of new processes and prototypes as well as possible collaboration with cooperatives. In this regard ST should also consider applying smart specialization, meaning concentrating on the main points of the regional area (e.g. energy, groceries, alpine technologies, mobility, IKT connection. It is necessary that all three big objectives take into account the regional and territorial specifics such as the cultural diversity and trilingual characteristic.
