Major objectives Within the meaning of the Digital Agenda of the European Union, a complete and comprehensive integration of all parts of the province, communities and settlements to the optical fiber to the 100% supply of industrial, craft, commercial and service companies as well as private households with a connection to the broadband network at a rate of at least 30 megabits per second by 2015 and 100 megabits per second by 2020 will be achieved through the joint implementation of a plan between municipalities and provincial administration
Short Summary The objective is to provide an area-wide coverage (municipalities, settlements) of optical fiber for industrial, manufacturing, service and commercial businesses as well as private households (30 megabits per second by 2015 and 100 megabits per second by 2020). For this municipalities and the province will develop an implementation plan.
Within 6 months the province will elaborate the guidelines for the implementation plan. After adopting these guidelines, the municipalities have to elaborate a plan for the implementation of the area-wide optical fiber access, the status quo of broad band access, and the estimated costs. This Masterplan has to be approved by the provincial council and stays in force for 10 years.
The infrastructural implementation will be implemented according to the agreement between the province and the municipality. Industrial, living and recovery areas are the primary facilities to be granted access.
The municipalities receive provincial contributions for the implementation, these contributions can be granted from a rotation fund.
To cover the expenses arising from the measures of the present law, it is met through the spending authorizations already laid out in the budget unit Basic forecast charged 21200 of 2012.
The expenditure paid by the subsequent financial years shall be determined by the annual budget law.
