Short Summary The legal act foresees the delivery of grants for commercial establishments that offer a "local supply service". These are companies, that operate in rural areas and provide retail sale including a large variety of fresh and preserved foods of daily necessities. These local supply services operate in villages with at least 150 residents. Local supply services, that are at least 2.5 km from the nearest commercial operation removed with an adequate food supply. This minimum 2,5 km can be reduced to 2 km, if the two commercial establishments are at least 5 km from the nearest commercial establishment with an adequate food supply. This derogation only applies to the funding to maintain the single local supply operation according to Article 3, paragraph 1, point b); where, if it is the opening of the single local supply service, it isn't a commercial establishment with an adequate food supply, or where the only local supply service has been closed for at least one year; in which, when it comes to the maintenance of the single local supply service only the company is settled, which is applying for the funding, or where the only local supply service was closed less than a year ago.
The right to receive this grant is reserved for local supply services:
a) with an average annual tax revenues in the last three years of up to 400,000.00 Euro
b) with up to three full-time employees, including owner / in, apprentices and contributing family members, unless in the latter is the spouse or the spouse or relatives of the holder or owner to the second degree in a straight line
c) with a sales area of up to 150 m²,
d) comply with the daily six days a week opening times over three hours.
For opening a local supply service, a unique grant up to 15.000,00 Euro can be given.
For maintaining the local supply service, an annual funding granted up to 9,000.00 euros can be given. In the following cases, this amount may be increased as follows, to a maximum of 11,000.00 euros: a) sale of newspapers and magazines: + 1,000.00 Euro, b) Delivery free house purchases: + 500,00 Euro, c) monopoly goods: + 500,00 Euro, d) multimedia site with Internet connection, fax and photocopy services: + 500,00 Euro, e) Exercise of at least two of the following additional activities: Sale of South Tyrolean products with quality mark, support of postal services, tourist information, in consultation with the tourist office, sale and charge station from different service cards (for example, South Tyrol Pass): + 500,00 Euro.
The law further contains the paying out of the grant, the connected obligations for receiving the grant and the checks and sanctions related to not compliance.
