Short Summary |
Guidelines and criteria for a rational distribution of large and medium size sales structure. Encourage the establishment of a distribution network and a trade planning in the mountain area, in conjunction with other service functions, ensure the best system productivity and quality of services to be provided to the consumer. Planning the trade and distribution of retailers in the Province of Bolzano is connected to the morphological characteristics of the territory catchment center pulled into the length, characteristics of the settlements and the town (low population number, settlements, farms distributed widely), lack of possible construction area, economic relevance of touristic demand (high amount of tourists in specific seasons, attracts commerce)The objectives are to guarantee each citizen the best opportunities to goods and service. Free competition and balance of small, medium and big enterprises, ensuring the landscape and environmental compatibility of trade areas with specific attention to mobility, traffic, environmental pollution, protection and improvement of the distribution network in mountain regions also through the establishment of multipurpose trade services, support of industrial areas, that target the revitalization of already SMEs operating there; ensuring the quality of trade services in terms of the richness of the offer and the professional qualifications of the staff; Ensuring coverage of the retailing area, avoiding the exodus of factories from rural areas; Appreciation of the interplay with other economic sectors (agriculture, local crafts, tourism); Trade Planning in favor of middle- or wholesale establishments at various levels (country, district communities, municipalities) 2.1 In the new trade order of the Autonomous Province of Bolzano the small trade establishments, which are called local service suppliers, are granted freedom of establishment, if the urban conditions and aspects related to the environment, the sanitary rules, and the professional requirements are met. The local shopping area coverage in an area, should correspond in a positive way to the basic needs (closeness) in the mountainous areas, especially in villages with a small catchment area, these shops are increasingly important as the amount of of older people is rising. The success of the small shops in the vicinity largely depends, though not exclusively, on the decisions of larger structures. The focus should be placed on the food industry, since the protection of the local shopping area in this industry to cover the immediate needs, and possibly for a number of products offered in such transactions together with foodstuffs, such as clothing, in a mountainous and rural area such as the province of Bolzano is a primary objective. 2.2. Increased supply in the communities with a higher number of inhabitants has a side effect - the inhabitants of the surrounding communities are attracted by the higher supply so that the catchment area spreads. The number of population of a community serves as a basic parameter, but not as the only benchmark for the hierarchical order of the communities from the perspective of trade. Therefore, a further indicator is the maximum distance a buyer can easily go, to do the usual purchases. Based on the population number and the industrial area the municipalities are ordered hierarchically into: large municipalities with provincial importance, middle size municipalities with local importance and small municipalities/peripheral municipalities. Latter have a low degree of centrality. The distribution network depends on the demand from inhabitants, tourists, persons in transit and the general population. The effect of the demand of tourists is especially high and influences the particularly the small municipalities in South Tyrol. 3.3 The division in a) wholesale distribution shops (501 and 100-1500m2) are normally located in urban residential areas or in work / neighborhoods, b) medium commercial establishments which cover existing city districts and c) small commercial enterprises, which depend on the development of the liberalized market is foreseen by the legislation. Generally, the legislations include following criteria, which need to be considered: - ensure every citizen the best possible opportunities to access the distribution network and the services; - Consolidation of trading companies in specific areas; - Establishing a hierarchy of retail space, depending on the attraction or the catchment area; - Appreciation of the trade for social purposes; - Promote synergies with other services or sectors of the public; - Creation of the necessary infrastructure in terms of the mobility of individuals as well as public transport; - Keeping down the costs associated with the trading volume of traffic. |
