Major objectives Provincial plan of large sale structures goals:
Ensure every citizen best access to the commercial services;
Support the process of modernization of the commercial network in order to meet the needs of the retail sector;
Develop competition so the customer can choose from a wide range of goods and competitive prices;
Territorial units (macro trading areas) provide a balanced allocation of large distribution companies;
Short Summary The new plan analyse the role and the contribution of neighbourhood service. In the main time provides a framework of large structures in South Tyrol based on statistic data. The approach is to ensure the services for the citizens in terms of quality and proximity service, and competitiviness of structure.
The development of trade in South Tyrol is not experienced as conflictual, as if there were a final clash of different sales structures (large, medium, small). A balanced development of the different distribution structures is desirable; this corresponds to the interests of the consumer, who can obtain from each in terms of quality, price and the local supply, its advantage. For the Plan of the distribution of the big sales structurs it is important to consider the balance and the competition. The balance means that, the growth of big distribution establishments are subordinate to the priorities and the obligations , which arise from the geographical nature and of the urban and demographic structure. Based on this point the Autonomous Province of Bolzano needs to pay special attention to the structure around its valleys mountain area, which is characterized by the existence of the urban structure of numerous small towns , the peculiarity of the road network and the transport system, to the disspersal of the inhabitants in many small towns and the increasingly aging population.
On the one hand South Tyrol should guarante that trade follows the path of future trends, on the other hand it must not adversely affecte the local supply.

Two profiles of consumer behavior are particularly impressive: the mobility of consumers and increased vigilance with regard to the price / performance ratio. Regarding the mobility two types can be distinguished: real mobility, were the consumer moves within the territory to make his purchases in the retail network, and the virtual mobility which refers to the purchases electronically, which are connected to the movement of goods, but not with a customer movement.
4.2. The provincial plan sets out in detail the following bonds:
- A balanced structure of trade among the different types of distribution structures;
-to ensure local supplies, particularly those of consumer goods, and to prevent the "obliteration of the trade in small communities";
- To limit the effects of large distribution companies on transport and air pollution, noise pollution etc.;
- Restrict land consumption
The legislation further foresees the implementing criteria and definition of wholesale distribution companies (4.3), the allocation of land for large commercial structures for grocery and non-grocery shops (4.4) opening of a new distribution center (Art. 2) as well as the enlargement of the distribution center (Art. 3), Relocation of major distribution establishments (Art.4), opening of a trade ensembles - shopping centers (Art. 5), Consolidation of already existing large distribution establishments (Art. 6), Extension of the rage of good (Art. 7).
The plan is valid for 5 years and can be extended for a maximum of another 2 years. It considers the mobility and the regional, urban planning sector.
