Short Summary Health and social care is provided to people who have health needs that require health services and social protection measures, including long-term. The regions shall regulate the procedures and the definition of personalsied plans of care. Socio-health services are defined according to the criteria: nature of the need, the complexity, the intensity of care intervention as well as its duration. Furthermore, the giudeline defines and specifies which are these social and health service, for examples are to be considered social benefits of a health all the activities of the social system which seek to support the person in need of the person concerned, with problems of disability or conditioning marginalization health (Art. 2).
Socio-health services are considered social relevant welfare benefits and social intervention that aime at the promotion of health, prevention, detection, removal and containment of degenerative or disabling outcomes of congenital or acquired diseases, contributing, taking into account components of the environment, participation in social life and personal expression. Those benefits, the responsibility of local health units and at the expense of the same, are inserted into custom projects for medium / long term and shall be provided at ambulances, home or residential and semi-residential structures (Art. 3).
Activities to support disadvantaged people lies within the competences of the municipalities. They are provided with participation in expenditure on behalf of the citizens, established by the municipalities themselves, and are conducted through interventions in various sectors.
The regions in regard of programming the social-service intervention determine the objectives and funcitons, the criterias for delivery and funding criteria (Art. 4).
the regions further define the criteria of the definition of participation in the expenditure by the users of the single interventions (Art. 5).
