Major objectives Objective of the social service: implement measures to promote, preserve and recover the wellbeing of the population, to the full development of personality within the family and social environment and the coverage of basic needs
Short Summary The social care service realizes measures for the promotion, maintenance and improvement of the health of the population. The actors in this regard are the Province, municipalities, municipality consortium, public and private care and welfare institutions and the district communities.
The objectives are: prevention of emergency situations, social exclusion, supporting families, protection of mothers, children, youth, disadvantaged people, caring system.
The measures of the social care service are to grant support in the family, community, schools, working place and to include them into the social environment.
The Provincial Council adopts the provincial social plan for 5 years. The social partners and social associations are part of the decision making process in the social care service.
All Italian citizens, EU citizens and foreigners (minimal service) who are permanently resident are eligible for the service.
The costs for the service are regulated according to the income and wealth of the service user. Part of this is also the financial social support granted for a specific period for disadvantaged people.
The Province's duty is to plan, regulate, manage, monitor and support, the social care service.
The association cooperation in charge of stationary service sets the day tariff and basic rates for the elderly service. they may not exceed the maximal fee set by the provincial council.
The municipalities are transferred the following administrative duties of the social service: public welfare, financial social aid, household service, day care institutions, family consulting center, disabled people care, transport of disabled people, old age homes etc.
The municipalities duties are to analyze the status quo of the needs of social care, coordinate social service between public and private institutions, participate in the planning of the social care service as well as its guidance and monitoring, in charge of the infrastructure of the social service.
Social service for elderly people includes financial, stationary (accompanied and supervised living, old age homes) and partially stationary services. Moreover, they include home care, care in day institutions, food on wheels, old age clubs and organized vacations for old people.
The municipality or municipal consortium is responsible for the administration of the social services.
For the appropriate coordination and effective administration of the social service the Provincial Council has introduced an information system.
The social service is financed by the provincial social fund, means of the municipality, payments by the service users, payments of third parties and the Province (Art. 19 and 20-bis).
