Short Summary The law promotes the growth and enhancement of the human person, in accordance with the developmental rhythms, differences and identity of each individual and of the educational choices of the family, in the framework of cooperation between schools and parents, in line with the principle of autonomy of educational institutions and the principles enshrined in the Constitution, the Government is authorized to adopt, within twenty-four months from the date of entry into force of this Act, in accordance with constitutional powers of the regions and municipalities and provinces, in relation to powers of the various institutions, and the autonomy of educational institutions, one or more legislative decrees to define general standards of education and levels of performances in education and vocational education and training (Art. 1/1).
For the realization of the purposes of this Act, the Minister for Education, Universities and Research shall, within ninety days from the date of entry into force of the Act, a plan of financial measures, to be approved by the Council of Ministers (Art. 1/2).
The system of education and training should promote lifelong learning and assure equal opportunities for all as well as develop and reach the skills and competencies through knowledge. Everyone is assured the right of education for at least 12 years, which is the minimum level of education defined at the national level (Art. 2).
The act principally outlines the general rules on education and essential level of performance on education and training. This law also describes the system of education and training articulated in kindergarten, primary school (5 year), secondary school (3 years), high school and professional education (Art. 2/1).
In Art. 3. it points out the quality of the education system and training, which evaluated according to periodic and annual assessment of learning and behavior of the students, teaching periods and continuity of teaching, the National Institute for Evaluation of the education system carries out regular and systematic checks on students' knowledge and skills, and further on the basis of the state exam which evaluates the competences acquired by the students.
Art. 4 provides for the possibility for children who have reached the age of 15 to do their education of the second cycle alternating school and work, here schools collaborate with businesses.
Art. 7 outlines the financial resources and public finance which is entered in the budget law. Every year, the Ministry of Education,
University 'and Research and the Ministry of Economy and Finance shall inspect the financial occurrences in relation to the gradual implementation of the reform, in view of the sums allocated annually in the budget for the same purpose. Any additional expenditure will be covered under Article 11-ter, paragraph 7, of the law 5 August 1978 n. 468, and further modifications.
