Description Integration as a concept: The document defines an integrated operation as an operation where two or more partners cooperate in order to achieve a common objective, and it is financed from one or more financial resources. Actors: EU Commission, Ministries, LAG. The concept of integration is generally emphasised through the document, as it particularly encourages local partnerships, which are formed in order to prepare and implement the local development strategies (LDS), and LAG, which is a local partnership formed with the intention to implement local development objectives by the “bottom-up” approach. Short Summary The decree regulates the implementation of the community-led local development (hereinafter CLLD) in the 2014-2020 programming period in accordance with the partnership agreement between Slovenia and the European Commission for the period 2014-2020, and EU rural development and cohesion policy programmes. The documents lays down the types of measures, which are a subject to co-financing from the EU development founds. The European Agricultural Found for Rural Development (EAFRD) is most relevant for the SGI delivery in remote regions.

The decree also sets the conditions for the formation, selection and conformation of local action groups (LAG) as well as lays their tasks, and furthermore sets the mandatory structure of the local development strategies, sanctions for incompliance of the obligations when receiving the EU funding ect.

According to the document “the aim of the CLLD is to promote a comprehensive and balanced development of local areas using the "bottom-up" approach and taking into account the endogenous development potential and capacity, and in particular the strengthening of social capital through active involvement of the population in the overall planning and decision-making about their own local development according to the principle of subsidiarity and participatory democracy. (Decree CLLD, 2014)”

As stated in the document, the development of SGI is, together with the job creation, environment protection, and increased inclusion of young, women and other vulnerable groups, recognised as one of the crucial action fields in achieving the EU objectives, and tackling local development needs.

The concept of integration is generally emphasised through the document, as it particularly encourages local partnerships, which are formed in order to prepare and implement the local development strategies (LDS), and LAG, which is a local partnership formed with the intention to implement local development objectives by the “bottom-up” approach. LAG can use a combination of European, national and local funding for the implementation of local development strategies, amongst the objectives of which is also a development of so called “basic services”, which are in principle SGI.

The financial incentives for the CLLD are meant to be used for the encouragement of the local partnerships formation, to strengthen the institutional ability, and for training and networking when developing and implementing LDS. The incentives are approved by the Ministry of Agriculture, Forestry and Food, and the Ministry of Economic Development and Technology. The ministries or the offices within the ministries are also responsible for the monitoring of the objectives implementation in the crucial action fields, as well as the implementation of sanctions.
