Description Financial: According to the document the provision of the service is financed from fares, concessions, co-financing of local communities and other sources obtained by the concessioner to enable the transport for certain categories of passengers (e.g. pupils and students, disabled people).

Short Summary The decree regulates the provision of the domestic public road transport service within the settlement areas, and above all the content, tasks and responsibilities of the service providers. Furthermore, it amends the passengers’ rights, the financing, the concession procedure and the supervision over the delivery of the public road transport service. The document is also a so called concession act for the provision of the regular public passenger service.

The concessions for the provision of the service are awarded by the transport directorate of the Republic of Slovenia. The responsibilities of the service provider are the transport of passengers, luggage transport, ticket sales, informing users and amending timetables.

According to the document the provision of the service is financed from fares, concessions, co-financing of local communities and other sources obtained by the concessioner to enable transport for certain categories of passengers (e.g. pupils and students, disabled people). A local community may also decide to provide contract based funding for the public transport provision used to support the transport of the previously mentioned groups, increase the frequency of the service on a specific route, ensure a new or prolonged route, provide more stops, or decrease the fare prices.

As stated in the act, the supervision over the provision of the service by concessioner is performed by the directorate. The concessioner must provide monthly reports on the number of the transported passenger and run kilometres, passenger complaints and the following responses, income from the fare sales, other monthly incomes received to perform the service.
