Short Summary The Mass Media Act lays down the rights, obligations and responsibilities of legal and physical entities and the public interest of the Republic of Slovenia in the field of media. According to this law, magazines, papers, radio and television programmes, electronic publications and other forms of daily or periodical publication in the form of sound, notation, or image, distributed in a way available to public, are considered media.

The intention of media is to publish and broadcast various content with the aim of informing and satisfying cultural, educational, and other needs of the public, as well as enabling the mass communication.

The Ministry of culture is responsible for the implementation of this act. The media provider can be any physical or legal entity, with the right to publication and broadcasting. The broadcasting permit and the supervision over the providers is according to this act, conducted by the Agency for communication networks and services of the Republic of Slovenia (hereinafter the agency).

The act’s objectives:
1. laying down the rights, obligations and responsibilities of legal and physical entities in the field of media
2. defining the public interest of the Republic of Slovenia in the field of media
3. defining the purpose of media which is to inform and satisfy cultural, educational, and other needs of the public
4. enabling the mass communication

The Republic of Slovenia supports the media in their production and distribution of the important content of programmes in order to:
- assure the citizen’s right to public informing and to be informed,
- enable plurality and diversity of media,
- encourage cultural creativity,
- preserve the Slovenian national and cultural identity,
- enhance the culture of public dialogue,
- consolidate the rule of law and the social state, and
- support the development of education and science.

According to the document, the country also supports the technical infrastructure development, and the creation of broadcasting of the content of programmes for the blind and partially sighted, and deaf and speech disabled. To finance the public interest needs in the field of media the country provides the funds from the state budget.

As stated by the act, in order to protect the plurality and objectivity of the media, media services are by law incompatible, meaning the television programme provider for example, is not allowed to own a newspaper publishing house as well. This can however be altered by a special permit issued by the agency. The public service broadcasters and publishers can operate on local, regional and national level.
