Major objectives There are 15 objectives of primary education as stated in the Act, with the first three being:
- The provision of high-quality general education to all people;
- promotion of harmonious physical, cognitive, emotional, moral, spiritual and social development of the individual,
- facilitating personal development of the student in accordance with his abilities and interests, including development of positive self-image;
Short Summary The Act regulates elementary school education implemented by public and private schools or as home schooling. Following the statement of goals and general provisions (e.g. duration of primary education, primary responsibility for fulfilling the obligations, the right to choose the form of education, language, protection of minority rights, the education of pupils with special needs, etc.) the act lays out rules on
- programme and organization of work in elementary school,
- rights and duties of pupils,
- educational function of school (professional work),
- evaluation, assessment and progression of pupils,
- home schooling,
- adult education,
- the collection and protection of personal data, and
- supervising.
The Act also clearly states which provisions do not apply to private schools.
