Short Summary Strategic spatial development STRALE 2025
The strategic spatial development improves the management quality for politics and describes vision, indicative measures and future procedures in strategic spatial development. As a first step, installations are drawn up that are used as central management elements for the project development as well as for the selection and promotion of projects for spatial development.
A new approach is meant to facilitate the realisation of projects
The vision of STRALE 2025 is to continue to develop the state better and jointly with a different, new approach.
In the process of the elaboration of the strategy, the collaboration of numerous dedicated participants and stakeholders made very clear that Carinthia needs an increase of mutual appreciation. This should be the new fuel for the positive development and the foundation for good collaboration. The main issue is to value the current status, work and ideas, in order to gain new impulses. Open and solution-oriented interaction, honest exchange of experiences and information is the path to success.
The main priority: People
One of the central objectives is to mobilise the social competence within the state. This means not only the technical and social infrastructures, but mainly the people with their capabilities, knowledge and possibilities (social capital) are regarded as important carriers of the development. This is a new approach to the challenges of the future. The main statement is that politics, administration and motivated people in a civil society and economy solve the problems together. It is meant to strengthen independent responsibility and put trust into the problem-solving competence on location.
In the future, matters to be discussed are: What are the wants and needs in the region? To what extent are the citizens willing and able to contribute to solving the problem? Only then offers from different institutes should be gathered and sustainable projects be realized.
From planning to doing - From thinking to actions
Carinthia is aware of the challenges coming up in the future and the necessary measures. The "strategic spatial planning" has analysed over 40 strategies, models, master plans and concepts (existing and in planning) from all areas and collected the proposed measures, projects and initiatives. Together with relevant know-how carriers from the different areas, they were discussed critically, supplemented by current challenges and reduced to the core issues.
The summary shows that many of these concepts failed in realisation. STRALE 2025 therefore does not propose any new projects, but concentrates on creating stable organisation structures with which projects and initiatives can be developed and realized in the long run.
Concentrating on the main issues
The quantity of proposals and ideas conceals a view of the main issues and prevents targeted realisation. STRALE 2025 identifies four central fields of action in which projects and initiatives are to be initiated primarily ("What needs to be done?") and in which mission statements should be defined ("How can we do this together?"):
1) Assure the quality of the location Carinthia as habitat, economic area and natural environment.
2) Strengthen the social capital that grows from the skills, abilities and competences of the people and activate it for the spatial development.
3) Bundle strengths on a state level through central installations, and link them with regional and local initiatives ("Create realisation structures").
4) Advance project realisation with models and organise information transfer and the exchange of experience ("Initiate and realize projects“)
The path to implementation: First things first!
As a first step, the office of the Carinthian state government will strengthen and create those organisational structures and process that manage the process of strategic spatial development, ensure development and realisation of projects for spatial development, support the citizens and strengthen the links with the civil society as well as promote exemplary initiatives.
• The "Office for future questions" (inspires and supports the people)
Carinthia needs a point of contact for the development of topics, ideas and projects. Talking about the future together intends to increase motivation to design and develop Carinthia together. This organisational unit handles future questions and significantly contributes to the communication of the strategically important topics of spatial development. It serves as a connecting link between politically responsible persons and the dedicated civil society through the transfer of know-how, and brings parties into contact with each other. It supports civil involvement and citizen participation and is also responsible for the development of mission statements.
• The "Office for spatial development" (handles projects)
This organisational unit manages and coordinates the realisation of STRALE 2025 and becomes central contact for all project applicants. It works as contact and clearing point for strategically relevant projects and as information hub, and enforces ongoing monitoring and reporting in strategy projects. It provides the coordination between government, social partners and population, and contracts interdisciplinary experts if necessary, to handle project development, feasibility and opportunities for sponsorships.
• The "One-Stop-Shop-principle“ in spatial development is strengthened and expanded, and allows the bundled development of complex authorisation procedures.
• Mission statements about core topics are supported and requested in order to test exemplary projects and initiatives, learn from experiences and motivate for replication.
The first step is the creation of an "Organisational unit for strategic development and future questions" in the Administrative Office of the Province which will start working the beginning of 2016.
