Short Summary The project contract between State and Region is a multi-year commitment for planning and funding of main projects such as infrastructures development or support to promising sectors.
For a 7 years duration, the regional prefect (representing State), and the regional council agree on project delivery related on regional spatial planning. Other public authorities can be associated to a CPER if they contribute to fund the projects.
Each contract has a focus on the most weakened territories. The government wants the CPER to develop, in particular, operations aiming to open up the territories.

This document has four priorities:
- Mobility:
To develop the region and improve the inhabitants' living conditions, 776 millions euros will be spend to enhance daily transportation. It aims to prevent the decay of infrastructures which can increase the journey time.

- Regional knowledge-based economy and strategical sectors
282 millions euros will be spend to develop promising sectors, enhance university framework and support innovative businesses (numeric and new industrial sectors)

- Energy and ecological transition
275 millions euros are allocated to this priority

- Territorial solidarity
To reduce development gaps through the region, the CPER aims to develop equal access to rights and public services and enhance social and professional inclusion, in particular for youth.
