Description The 1982 domestic transports Act is the fundamental document about public domestic transport organization in France, and defines also the modalities for différent schemes regulating all the terrestrial transports organization at local and regional levels
Major objectives Main goal is to allow citizens to move with reasonable access, quality and cost conditions, keeping reasonable costs for local authorities.
It clarifies the differents roles in transportation organization among the different scale stakeholders.
Short Summary The 1982 domestic transports Act is the fundamental document about public domestic transport organization in France, and defines also the modalities for différent schemes regulating all the terrestrial transports organization at local and regional levels.

Main goal is to allow citizens to move with reasonable access, quality and cost conditions, keeping reasonable costs for local authorities.
It clarifies the differents roles in transportation organization among the different scale stakeholders.

This Act defines the modalities of organization for local transportation, creating the Transport Organization Authorities, and defines for each transport modality (railway, road, waterway) the conditions of organization and new projects. It creates the Superior Council for terrestrial transports and intermodality, which give advices about sustainable development and social dimension in big scale projects or national transport orientations, and regional comittees agregating all tranportation stakeholders.

The Act introduces two schemes :
* the regional scheme for infrastructures and transports, which defines the regional approach regards on railway, road, and intermodality.
* the urban transportation plan, which defines at the agglomeration level all the trnasportation policies and projects.

For public transports, it creates the Transport Organization Authority, clarifies the relations between those authorities, the different admin authorities, and the private transport operators, around pluri-annual agreement and plan. It creates railway line comitees integrating final users and different stakeholders in the definition of train lines evolution.
