Description
Short Summary Adaptation of the Railway Line Committees /Regional policy voted Dec. 2010 by Région Rhône Alpes
Railway Line Committees (in French : Comité de Ligne or CL) are a scheme that was first introduced in 2004, whose goal was to include community members into the governance of the 28 regional railway lines covering the region (some of them in moutaineous and / or low density areas) and for which the regional government is in charge.
The 2010 policy aims to reinforce local democracy empowerment for reinforcing the railway service and adapt it to the local needs.
A CL is a committee comprised of :
- an elected representative from the Regional Council, who chairs it and reports its recommendations and complaints to the elected body
- representatives of railway service users and civil society, users’ unions
- any local citizen who wants to attend
- representatives from local public administrations : city councils, inter-communal bodies, département representatives
- representatives from professional organizations
- representatives of SNCF, the company that runs all regional train services as a service provider to Région Rhône Alpes
The CL meets twice a year and open to any interested citizen. Its goals are to :
- listen to users’ opinion on the local train services
- collect suggestions for quality improvement of the service
- coordinating the Region’s actions as a Transport Authority (Autorité Organisatrice des Transports AOT) with others AOTs and private transport carriers, so that the supply of transport services can be better integrated and more suited to local needs.
It offers an opportunity to express divergent views and to use collective intelligence to forge innovative solutions for a better transport service. Ideas and proposals produced by CLs are intended to feed evolutions in regional policies.
