Short Summary	To avoid a digital divide in the next five years, since the development of FTTH through the territory should reach just about 25% of the population (in the most important urban centers), the department has two main goals: - Providing to the communes with “white areas” solutions for an efficient and fast broadband access - Defining the strategy and conditions to develop a very high broadband access from existing infrastructures, as well as ongoing private and public initiatives. The “June 14th 2010” national FTTH program aims to provide FTTH to 100% of french people by 2025 (with the goal of 70% by 2020), with specific funding. The outline plan also follows the August 16th 2011 circular about outline plans for digital development content. The Isere Territorial outline plan for digital planning 2011 aims to : - Carry out a diagnosis on the current coverage of broadband access and very high broadband access - Assess currant and future needs of individuals and firms - Identify a target in terms of FTTH - Offer different solutions to reach this target and an action plan
