Short Summary The 2002-2 act specifies the role of regional social and medical social plans.
It implements individual projects for patients of medical social establishments , by taking into account their needs.
It is based on 5 orientations :
- To promote patients rights
- Diversify offers by adapting institutions and services to the needs.
- Articulate planning, evaluation and resource allocations
- Implement a coordination between different actors
- Renew the status of public institutions

The law provides different tools to frame the care in institutions (contract, welcome leaflet, internal regulation...).

It fosters the creation of a new range of institutions/services as well as experimental projects

The establishments must perform a self-assessment (every 5 years) and an external assessment every 7 years.
