Short Summary The PACA regional Social Care plan is based on departmental plans.
It meets the needs of medical and social prevention, support and care; and the departmental plans the needs of social needs in general population, thus they have to be coordinated to guarantee the fluidity of care pathways. These complementarities are in particular in:
- The achievement of the objective of promotion of disabled people autonomy and the main orientations developed in 2002 and 2005: access to autonomy, adaptation of the offer to the needs, answer to the ageing, respect for the right to education;
- Assessment of needs
The requirement of accessibility which imposes that the territorial level is taken into account. Although the territorial areas are not superposables, they join a comparable territorial logic;

-Improve the living conditions linked to the housing of the elderly and the disabled people
