Short Summary East Tyrol has established itself as an open and sustainable residential area. Depopulation is a topic that has been already discussed in the district for some time, though it is perceived by many people as "too large and not to be influenced". The combination of a lack of higher education opportunities and of jobs for higher-qualified persons is a vicious circle which is hard to stop. The solution to this problem can only be achieved by applying an integrated approach, that is to say, a combination of measures in all fields of action. Local training (as a leverage, for example implementing the project Campus East Tyrol developed by the RMO - Regional Management East Tyrol) supports the workers/employers in the joint operational development and strengthens social and family structures. Strengthening the endogenous potential is not only aimed to economically oriented education, but it also means to create "spaces for a creative and individual potential development" - especially for young people - and this is a leverage to be enhanced. Science has confirmed the importance of promoting the individual potentials to facilitate positive social development. In this context, there are inadequate offers in East Tyrol.
