The SPRO aims to propose a global support around orientation and training purposes, taking into account the whole asker context and career path. This support includes four goals : take back the person at the center, link orientation and career path, aim continuity in the career path, and ease the information access.

To reach this goal the Region labels organizations proposing services to get the whole information about careers, skills, trainings and qualifications, and support to people trying to change or find their career path. These organisation mainly rely on two existing networks : « Welcome Information Orientation » and « Advice for Professional Evolution »

Besides the SPRO, Region and State sign an annual agreement defining their respective roles.

The governance around this schema tries to be really integrative, partnerships are seen as an assessment criteria. Territorial dimension is seen through the Training and Employment Territorial Zones, which handle the local declination of the actions, integrating professional actors and governments ones in local comitees, concluding a local agreement describing the local actions plan. A regional comitee (CREFOP) coordinates the whole schema within the Region.
